Windows 98 SE UBS Problem

MainBoard:ECS K7S5A Pro
Chip AMD 1800+
Windows 98SE

Divice Manager drivers:

SIS 7001 PCI to Open Host Controller
USB 2.0 Root Hub
Via PCI to USB Enhanced Host Controller
Via Tech 3038 PCI Universal Host Controller

Problem:
Whenever I connect a device (Touchscreen, USB Mouse or
Camera) it says new device found loads drivers for new
device. Go to Device manager it shows it as an unknown
device and the device operating software does not see it.
Any Ideas on what the problem? I downloaded patch 240075up
and it did not help.

I find USB problems fascinating as USB was advertised at the outset to just
plug it in and go. A billion million USB devices at once etc. Hook, line
and sinker.
Marketing and consumers continue to play the game.

did you install the drivers for Win98 for those items, USB support in win98 is
erratic, the drivers must be installed without the unit connected prior to
connecting the device, then it will properly autodetect the device, works ok
for swapping scanner 2 printers camera web cam and DV cam, install has never
worked it the hardware was plugged in when I ran the install prog.
